Review citizen registrations, verify or reject identity documents, and manage account suspensions
Overview
Citizens register on SehaFile using their Egyptian National ID number and phone number. The platform verifies citizen identities to ensure the integrity of health records. As a platform admin with the citizens.verify permission, you can review citizen registrations, verify or reject identity submissions, suspend accounts for policy violations, and unsuspend previously suspended citizens. Verified citizens gain full access to their unified health profile across all connected clinics.

Accessing the Citizens List
- Navigate to Citizens > All Citizens from the sidebar. The table displays all registered citizens with columns: Name, National ID (masked), Phone, Verification Status, Registration Date, and Connected Clinics count.
- Filter by verification status — Use the status dropdown to filter: All, Pending, Verified, Rejected, or Suspended.
- Search — Use the search bar to find citizens by name, phone number, or National ID fragment.
Reviewing a Citizen's Identity
- Click on a citizen row with "Pending" status to open their profile detail.
- Review submitted information:
- Full name (as entered during registration)
- National ID number (14 digits)
- Date of birth (extracted from National ID)
- Phone number and verification status (OTP verified)
- Uploaded National ID photo (front and back if required)
- Cross-reference — Verify that the name on the National ID photo matches the registered name, and that the National ID number is consistent with the date of birth and gender encoding.
Verifying a Citizen
- After reviewing, click the "Verify" button (green, top-right of the detail panel).
- Add optional notes — Internal notes for the verification record (e.g., "ID photo clear, name matches").
- Confirm — The citizen's status changes to "verified". They receive a notification confirming their identity is verified and they now have full platform access.
Rejecting a Citizen
- Click "Reject" (red button) on the citizen detail panel.
- Provide a mandatory reason — Common reasons: blurry ID photo, name mismatch, suspected duplicate account, invalid National ID format.
- Confirm rejection — The citizen is notified with the reason and can re-submit with corrected information.
Suspending and Unsuspending Citizens
- To suspend — On the citizen detail page, click "Suspend Account". This is used for policy violations (e.g., sharing access, fraudulent activity).
- Suspension effect — The citizen cannot log in or access their health profile. Clinics are notified that this citizen's profile is temporarily unavailable.
- To unsuspend — Click "Unsuspend Account" on a suspended citizen's profile. Access is immediately restored.
Citizen Analytics
- Demographics — Navigate to Analytics > Citizens > Demographics to view age distribution, gender split, and geographic distribution of registered citizens.
- Engagement — View login frequency, profile update activity, and feature usage patterns.
- Health Profile Completeness — See what percentage of citizens have completed various profile sections (allergies, chronic conditions, medications, emergency contacts).
- Activity Log — On any citizen detail page, click "Activity Log" to see their login history and profile access events.
FAQ
How do citizens register?
Citizens download the SehaFile app or visit citizen.sehafile.com, enter their National ID number and phone, verify via OTP, then upload a photo of their National ID card for identity verification.
What happens if a citizen has a duplicate account?
Reject the newer account with the reason "duplicate account" and note the original account ID. The system prevents duplicate National IDs, so this typically happens only with typos that bypass validation.
Can a suspended citizen's records still be accessed by clinics?
No. When a citizen is suspended, their health profile becomes inaccessible to all connected clinics until the suspension is lifted.
